The Legacy of George H.W. BushPresident George H.W. Bush was very kind and forgiving and did not like bullies. He was tough and could make hard decisions. However, he preferred to rely on others like his Chief of Staff or son, George W. Bush to be his "stocking horse" who would be tough and take the lead. Bush would come in after them and show kindness, heal the wounds, and make things work.
